The warning covers the islands of Saipan and Tinian. Specific locations expected to experience flash flooding include:
- Saipan: Garapan, Dandan, China Town, Tanapag, As Mahetog, Koblerville, Chalan Kanoa (I, II, III, and IV), San Antonio, San Roque, Kagman, Kagman III, Gualo Rai, Afetnas, Chalan Piao, Fananganan, and Chalan Laulau.
- Tinian: San Jose (Tinian Municipality).

According to gauge reports, between 2 and 4 inches of rain have already fallen in the warned area. Additional rainfall amounts of 0.5 to 1.5 inches are possible before the storm subsides.
